Samuel, serves as the Acting Training Manager at NOIAA LTD, MEA Operations, where he provides executive oversight for strategic development, regulatory compliance, quality assurance, and the operational delivery of the institution’s safety and competency-based training portfolio.
With extensive experience in offshore aviation support operations, helideck management, and helicopter refueling systems, Samuel brings a distinctive blend of practical field expertise and structured instructional leadership to NOIAA’s training architecture. His background in live offshore environments enables him to effectively translate international safety standards into operational realities within high-risk and safety-critical settings.
He oversees the delivery and continuous enhancement of key offshore safety programs, including:
• Basic Offshore Safety Induction and Emergency Training (BOSIET)
• Helicopter Underwater Escape Training (HUET)
• Further Offshore Emergency Training (FOET)
• Offshore and Helideck Emergency Response Team Member (OERTM/HERTM) Training
All programs are administered in strict alignment with the standards established by OPITO International FZ LLC.
Most recently, Samuel played a central leadership role in the successful completion of NOIAA’s OPITO audit. His oversight of compliance documentation, instructor competency assurance, facility readiness, and quality management systems was instrumental in demonstrating the organization’s adherence to rigorous international requirements. The audit outcome reaffirmed NOIAA’s commitment to regulatory integrity, operational excellence, and global best practices in offshore safety training.
